Frankfurt School of Finance & Management gGmbH-led consortium has been invited by the European Investment Bank to submit a proposal for the project “Green Gateway – Greening Financial Systems Technical Assistance Programme”.

We are now looking for experts to work with us on this challenging but exciting opportunities. We welcome all profiles matching the requirements described below, for both long (full-time) and short-term involvement.

Overall Objectives of the Green Financial Systems (GFS) Programme

Promote net zero and climate-resilient financial systems that ultimately will support the private sector in deploying climate-related and environmentally sustainable investments.

  • Promote an enabling financial sector environment conducive to unlocking climate action and green investments in the targeted countries.
  • Support central banks, supervisors and financial institutions in assessing and addressing climate risk and mainstream related risk management.
  • Build the necessary capacity in central banks/supervisors to take action to support a transition to a net zero and climate resilient economy.
  • Support financial institutions by introducing best financing practices, especially for lending and other debt instruments, related to climate action and green financing in terms of procedures, processes, and products. The aim is to support an increase in the share of green investments in their portfolio.

Support to Central Banks and Supervisors (Component I)

Support to financial institutions (Component II) including commercial banks, development/promotional banks and other financial institutions

Location

The Key Expert positions are home-based with some on-site interventions in countries in Africa, the Middle East, the Caribbean, Eastern Europe and the Western Balkans.

Time Frame

Positions will begin from January 2023 and will run for a total of 36 months.

Expert Positions

Key Expert One - Team Leader (full-time)

The Team Leader will be the main contact for the GFS PMT and will interface with the Contracting Authority and other stakeholders as required by the GFS Programme. S/he will particularly focus on component I activities (i.e. Support to Central Banks and Supervisors), including the knowledge sharing activities.

Qualification and skills:

  • Academic background in Finance/Economics or a business-related discipline;
  • Excellent knowledge of English. Knowledge of French would be an advantage;

General professional experience:

  • At least 15 years of professional experience in financial sector development, of which at least five years related to climate finance.

Specific professional experience:

  • 10 years managerial experience as team leader or equivalent, in particular in coordinating multi-disciplinary and/or multicultural teams of senior professionals, ideally working with and/or within international organisations;
  • At least 2 experiences in leading policy dialogue and providing strategic advice to high level stakeholders from the financial sector;
  • At least one Experience in financial sector development in emerging markets ;
  • Experience working with central banks and/or financial systems regulators would be an advantage;
  • At least one experience in one or more of the following fields would be an advantage: central bank climate policy on climate including risk analysis and stress testing for banks, climate risk modelling and ESG integration into risk management, climate- & sustainability related reporting or verification, development of sustainable finance policies and regulations, sustainable debt product and disclosure standards and market practice for the financial sector, financial ESG research, climate risk strategies

Key Expert Two - Deputy Team Leader (full-time)

The Deputy Team Leader will support the Team Leader in managing the TA Sub-assignments and will replace the Team Leader when necessary. S/he will particularly focus on component II activities (i.e. Support to financial institutions).

Qualification and skills:

  • Academic background in Finance/Economics or a business-related discipline; and
  • Excellent knowledge of English. Knowledge of French or Arabic would be an advantage.

General professional experience:

  • At least 10 years of professional experience in financial sector development.

Specific professional experience:

  • 5 years of experience in consulting assignments in financial sector development financed by an international development finance institution;
  • 5 years of relevant professional experience in climate action finance in emerging markets;
  • At least one experience in one or more of the following fields would be an advantage: climate risk modelling and ESG integration into banks’ risk management, climate & sustainability related reporting or verification, development of sustainable finance policies, sustainable debt product, development or implementation of disclosure standards, financial ESG research, climate risk strategies

Short-Term Expertise

Qualification and skills:

  • Academic background in Finance/Economics or a business-related discipline; and
  • Excellent knowledge of English. Knowledge of another language would be an advantage.

General professional experience:

  • At least 3 years of professional experience in financial sector development.

Specific professional experience:

  • Experience in consulting assignments in financial sector development financed by an international development finance institution;
  • Professional experience in climate action finance in emerging markets;
  • Specific expertise covering one or more of the following fields: climate risk modelling and ESG integration into banks’ risk management, climate & sustainability related reporting or verification, development of sustainable finance policies, sustainable debt product, development or implementation of disclosure standards, financial ESG research, climate risk strategies
